I believe the Antec should be AMD approved. Doubtful on the Sparkle.
Maximum PC (http://www.maximumpcmag.com) just did a piece on how to silence your PC. In it, they rated some cooling units, including fans and power supplies. They rated the PC Power and Cooling Silencer model to be the quietest. It was an informative read. Might want to look into it. It's the issue with the Voodoo5 on the cover.

.aight. thanx for all help before. i got another ques. im going with what i think is addtronics case from computergate.com, but w/o ps. so they have a sparkle 300w. but i was also considering antec300w. im going to use this with duron/tbird. are these amd approved? which one is better. quieter. they're around same price. id rather get quality over price.

better late than never http://www1.amd.com/duron/npower/index/1,1766,,00.html
sparkle had at least three power supplies on the list.

Just from a quality standpoint, I would still go with the Antec.
Personally, however, I still trust PC Power & Cooling above all else.
